BMET official attends MMDP in the Netherlands

Debabrata Ghosh, Assistant Director of the Bureau of Manpower, Employment and Training (BMET) under the Ministry of Expatriate Welfare and Overseas Employment, has been granted a full scholarship to participate in the Migration Management Diploma Programme (MMDP) 2023 from 3rd April 2023 until 23rd June 2023. This is a full-time three month programme which will take place in Maastricht, The Netherlands. His scholarship is funded by the European Union (EU) through the Migration Partnership Facility (MPF) of the International Centre for Migration Policy Development (ICMPD) and delivered by UNU-MERIT and Maastricht University.

The Migration Management Diploma Programme (MMDP) is a capacity-building programme offered by UNU-MERIT since 2013. The programme is addressed to civil servants and policy practitioners working in migration management in the countries of the EU Neighbourhood, Eastern Partnership, Africa, Western Balkans and South Asia. It is also open to other practitioners and students interested in managing migration and asylum policies. Running for three months full-time, the course uses various teaching and evaluation methods, including lectures and interactive sessions with participants. Special attention is paid to hands-on practical exercises, notably the Problem Based Learning (PBL) method.

The MMDP aims to develop theoretical knowledge on migration management and practical skills such as articulation and presenting; how to write briefs, policy notes and memoranda; how to formulate evidence-based policy; and how to work in a group and deal with conflicting interests. In the scenario-building sessions, participants create migration scenarios for their own countries, which have proven to help significantly form policies within their institutions. Overall, the course equips participants with a range of new skills and insights, as well as practical and interactive experiences of how to apply the latest knowledge in the field of migration management.

Moreover, MMDP aims to provide a platform for networking through field trips across Europe, including a tour of Dutch Ministries in The Hague, EU institutions in Brussels, and UN and other intergovernmental agencies in Geneva. This experience also gives participants insights into national, regional, and international realities of migration management from the perspectives of various respective institutions.

This MMDP is made up of three courses: i. Migration Management and Protection, ii. Migration and Development, and iii. Migration Policy. Each course runs for four weeks and comprises various modules related to the course topic, including Introduction to Migration Data; International Migration Law; Enhancing Migration for Development; Labour Migration Management; Diaspora Engagement; and Policy Coherence and Global Migration Governance.

Before this, Mr Ghosh was awarded a full fellowship to attend the Regional Academy on Gender, Inclusion and the Future of Work (Asia and the Pacific), Bangkok (Thailand) in 2022 funded by the International Labour Organization (ILO). He received a full scholarship to attend the 17th International Migration Law Course at International Institute of Humanitarian Law, Sanremo, Italy in 2019 funded by International Organization for Migration (IOM).

Debabrata Ghosh assumed charge of the of District Employment and Manpower Office (DEMO), Cumilla on November 8, 2017 and through numerous bold initiatives and innovative activities in the last 5 years he has made DEMO, Cumilla a place of trust among the public including aspirant, outgoing and returned migrant workers. As a result of his strong and dynamic leadership, DEMO, Cumilla won 1st place among 78 organizations participating in Digital Innovation Fair organized by Cumilla District Administration in 2022 and third prize in Freedom Festival and Subarna Jayanti Fair on the occasion of Subarna Jayanti of Independence.

In 2018, the DEMO, Cumilla won the Best Service Provider Award in the Digital Innovation Fair and 4th National Development Fair organized by Cumilla District Administration. Besides, in recognition of his outstanding contribution to migrant workers and their families, he received the ‘Shonar Manush Seba Award-2019’ by Refugee and Migratory Movements Research Unit (RMMRU) of Dhaka University.

The Bureau of Manpower, Employment and Training (BMET) under the Ministry of Expatriate Welfare and Overseas Employment conferred the ‘Annual Performance and National Integrity Strategy’ Award for the fiscal year 2020-21 for providing smooth, transparent and satisfactory service to the public.

ICMPD, Helvetas Bangladesh, IOM, BRAC, OKUP, WARBE Development Foundation awarded Letter of Appreciation to Debabrata Ghosh in recognition of his sincere cooperation in extending services to migrant workers and their family members, coordinating with international and non-governmental organizations and implementing activities.
